State Rep. Phyllis Kahn’s plan would have the Wilf family sell up to 70 percent of the team to the public. The Wilfs would retain a controlling interest but be unable to move the team out of Minnesota. The Green Bay Packers is the only community-owned team in the NFL. Kahn’s plan would require the team and the state to negotiate a community-ownership plan with the NFL.
